Proline Pin create rotating

I saw a posed question to you guys regarding a Proline laptop bought at Game, I have the same issue with the previous member. It rotates after clicking 'create pin' and after a while it freezes, so the options given to the previous person; I took the advise you gave tjem; but nothing seems to change. Like what should I do, cause everything was verified. Please help.

    Hello,

    If the setup screen for Windows Hello appears and you can't sign in to Windows, click "Skip for now" or click the "X" button on the screen to close it. If that doesn't work, please proceed with a recovery or clean installation.

    (Note) Tips for PIN

    1. Create backup local and administrator accounts in case of sign-in issues.
    2. Ensure "Require Windows Hello sign-in for Microsoft accounts" is turned off. Otherwise, there is a risk of being unable to sign in.
    3. If device encryption like BitLocker is enabled, obtain and store the recovery key.
    4. Obtain and keep recovery codes for Microsoft accounts.
