Vsync not working?

I upgraded to windows 11 and some game i play like Honkai Star rail, Battlefield 1,... not working on vsync. My monitor is 60hz and i need to turn on vsync but if i turn on it, fps is increase to much and my screen is tearing. I try to turn on vsync by nvidia control panel but it not work. I reinstall driver but it not change. When i go bach to windows 10, it working normally. Help me, please!

    Oh, the standard boilerplate response... Figures.

    No, none of these "steps" help.

    There clearly is an issue with vsync in Windows on NVidia GPUs: forced VSync via NVidia app works, but the game itself may or may not be able to use vsync.

    This issue have plagued my system FOR YEARS!!! In fact - multiple different systems (at least 3 different computers, built at different times, with fresh Windows 11 installs on each).

    And what now???? GeForce experience for some f**king unkonwn reason diceded to turn Vsync off fot fortinte and from the Control panel I can't change it, because in global settings it is turned ON and then on the list of programs fortinte isn't ever there..... WHY CAN'T I CONTROL THE SETTINGS ON MY MACHINE???? Also didn't make screen shot but this is not my first rodeo and GeForce experience's settings override anything that is set in in the program, so it does not really matter, if I change this in fortinte's menu...
