If you are now unable to get into Windows, then this USB method will be the only option.

After resetting my Laptop i had this error: 0x00007FFDC60A07CA referenced memory at 0x000001DD1350157C. The required was not placed into memory bacause of an I/O error status of 0x000009c. I keep pressing “Press OK to terminate the issue” But nothing is happening laptop keep on rebooting only to the Welcome screen and staying there with the same error. I cant do anything else.

If you do, then because the reset is failing continually, your recovery image is corrupt, the best option is to create a bootable Windows USB on another working PC, then use that to clean install Windows, that will also create a new recovery image.

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool
Then, Boot your PC from the Installation Media you just created (change Boot Order in your BIOS) to begin installing Windows 10
During the installation process skip the steps which ask for a product key and select the option 'I am Reinstalling Windows 10 on this PC', and activation will not be an issue.

The Windows reset has not completed correctly and resulted in a corrupt system, the best option is to perform another reset to try to stabilize your Windows installation.
Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down
Do this twice
On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
Go to Troubleshoot - Advanced Options - Reset this PC
Choose to keep your files and apps, just your files or to keep nothing
Then start the Reset
