How do i fix this problem

I tried to update my sound drivers when PC ran in to a problem. Blue screen was just in loop, then i decided to clean my pc and reinstall windows 10 when another problem appeared. I tried changing those value in the photos and still nothing. I can only pull up bios settings and command promt.( The values i changed:ChildCompletion setup.exe from default 1 to 3 because i saw on youtube video, and that helped a lot of people.)

    We have observed some cases based on the "ChildCompletion" idea and found that in most of the cases, it works.

    If you plan to completely clean up your Windows, you can contact an offline support store to assist you in checking the partitions in your device and completing the formatting process of your device.
