everything is broken

everything is broken (I'm on windows 10)
Whenever i try to open personalization or display settings from the desktop (right click on desktop and click display settings or personalization it says "This app does not have file associated with it for this action."

Second of all, all the Microsoft default apps (calculator, photos etc.) don't have an icon in the search bar thingy.

Third of all of the album art cover things that are on the music in windows media player are all completely black.
Also I don't have administrator privileges to do anything.

    Hi, I am Dave, I will help you with this.

    It seems your user profile may be corrupt.

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

    Please try each option one at a time, then see if that stabilizes your user profile and Windows.

    Go to Troubleshoot - Advanced Option - Startup Repair

    See if Windows startup can repair itself

    Go to Troubleshoot - Advanced Option - System Restore

    Check to see if you have a restore point you can go back to
