Windows 23H2 Bug

I have installed Windows 23H2. Now today it showed to restart the computer to install 23H2. I was confused but still restarted it. But as I restarted it only restarted my computer and didn't do any updating stuff like say "Updates are underway". I tried to restart many times but still same problem. Is this some kind of bug?

    Thank you for the screenshots, you already have version 23H2 installed, it is an error that it is appearing in the list to be installed.

    Open File Explorer, then navigate to C:\Windows\SoftwareDistribution\Download

    Delete the contents of that folder, not the folder itself and restart (not shut down) your PC.

    I have tried Update and Shut down option but still didn't work.

    When I click on the restart button it only restarts. It again also shows to restart your device

    Open the Settings App and go to Windows updates, do you see the 23H2 update listed there ready to install?

    Click your Start Button, then just type winver and press Enter, please provide a screenshot of the resulting dialog box.
