First of all I would like to ask if you are using an Apple phone or an Android phone.
Usually Android phones have this problem because you need to add Phone link permission to read SMS on your phone.
If you have an iPhone
Regarding your question, first of all, it is recommended that you update your IOS and WINDOWS systems to the latest versions.
In iphone - go to settings - messages - turn off iMessage - turn it back on.
In iphone - go to settings - messages - turn on - send as short message.
Restart iphone.
Reconnect to WINDOWS.
If the above steps don't work, then this could also be a version issue that
