Hi, I am Dave, I will help you with this.
Open the Settings App, then go to Apps - Installed Apps
Scroll down the list to find the Sipping tool and select it.
Click 'Advanced Options', then run the repair option and then run the reset option
Check if the Snipping Tool is then working.
If not, open the Photos app, is that working correctly?
