Website Elements not Loading Properly

I am having some issues recently with my web browser, Chrome. When I go to a website, for example gradescope, the elements do not display correctly. I am not using any extentions.

However, after I reload the website, it becomes normal:

Also, I have another issue for a few months where when I press ctrl + shift + h, it is supposed to open the recently closed tab, but it does not work now. There are no other applications using this shortcut. I use google dns, if that helps. I resetted my browser already, reinstalled it, basically done everything.

Please help :)
