App Store Verification reports no Code Sign Certificate

I am an individual developer.

I am trying to upload my app to the App Store. I have purchased a Individual Code Signing Certificate and completed all the hardware and ID requirements. I have used signtool.exe to sign my installer and used signtool.exe verify to check it is correctly signed. I upload it and run the package verification and it says there is no certificate. If I download the file and verify the download it reports a SHA256 certificate.

This worked for me last week but now I cannot get it to verify any package I sign. Where do I go?

Any suggestions appreciated.
