How do I fix windows error code without a USB

when I turn on my dell laptop it just say error code 0x0000f and when I press f1 to enter recovery environment it just switches off and goes back ,when I press f8 for advanced options it does the same,when I press enter to try again the screen goes black and returns to the blue screen. PLEASE HELP

    Hi, I am Dave, I will help you with this.

    Can you access the recovery environment using these steps?

    Start your laptop, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
