intune - android device enrolment - legacy - Error message

Hi,

I have successfully enrolled a device using android enterprise. I have a number of older devices that are not on the android portal that I would like to manage on intune.
I would like to do this using the intune company portal app.

I get an error after I sign in with my enterprise credentials on step 2 Active Work profile:

"Couldn't add your device.

Your company support has not authorized this device for management. Contact your company support for help."

Any ideas as to what the issue might be? I have enabled android device administrator management, in my intune, wondering if I have missed something.

I managed to add the device successfully by adding its IMIE number into intune under corporate device identifiers
