Failure shut down

Question

Every time I shut down my computer the alert "a program prevents shutting down, force shut down or cancel" pops up. And the program is unknown and with no name, just the alert and a program below with no information. What could it be and what should i do. I scanned alot and no viruses to be seen and changed the windows and the alert still pops up. And i also opened my laptop and it started to do that also, after the cmd opened by itself for the first time in its lifetime.

I forgot to mention also that my computer turned on by itself 2 times.

You can perform a clean boot and see whether you can find the program affecting your system. The clean boot uses minimum drivers and programs to start the Windows. If the problem still exists or you can't find the program by using a clean boot, the system might be corrupted.

This issues started in the mid of September

I was playing an online game and there was a hacker and he discovered my ip address and told me from which country i am. I also downloaded a crack game in August and played it with the same time the hacker told me the ip address

I deleted the game from a while and that was before i install new windows

And now i don't know which of them could be the cause of the problem

The hacker who discovered my ip or the crack game.

I shouldn't have waited to much to ask in here

But it wasn't on my mind sorry.

Could you please tell me the time when the problem started? And did you install any problem before the issue exists? It looks like there is some 3rd party app causing this problem.
