I reset my other laptop and this message keeps coming up. I have tried putting windows 10 onto a USB and it didn't work and i have tried turning it on and off still nothing

You will need another computer to create installation drive using Windows 10 Media Creation Tools.
Go to your computer's bios and disable CSM and secure boot and change the boot mode to AHCI and UEFI.
