The "PCI lock" is an infrequently used option, and we don't yet have experience with scenarios where "PCI lock" is enabled.
The content in the following thread described a similar problem.
The original poster reset the firmware configuration by executing the bcdedit command in Windows Recovery Environment using the Command Prompt.
The BCDEdit command involves the adjustment of the boot partition.

It may help to ameliorate the issue if your device still supports booting into Windows Recovery Environment.

If the device is unable to access Windows Recovery Environment, it'll be necessary to consider reinstalling Windows.
