Microsoft account verification code not coming through

I'm trying to help a client get into their Microsoft account to a) add secondary verification and b) restore OneDrive. However, when we try and receive the code on this screen, it never arrives. Their email is working fine - we can send test emails to it from my own mailbox. The irony that we're trying to add telephone but can't because this verify code never arrives is off the scale :-)

Don't particularly want to do this but guess that might be the only option. They have their password and can logon to their account, OneDrive etc. just not access the more sensitive areas.

    It's a Microsoft Personal account AFAIK - it has been used to buy Microsoft 365 Personal but that doesn't have any hooks for domains or mailboxes. I do a lot of client support for Microsoft 365 so understand the difference. I'll try again tomorrow. I've got access to their email which is hosted separately from Microsoft.
