If I put in in windows 8.1 no one responded
That is not true, as long as we know the answer and we could help, we shall response to the question no matter what operating system or product you are using as long as it is supported in this forum (e.g. Microsoft products).

Did you install any program or made any changes to your PC?
Are you using any VPN or Proxy?
