I cannot open disk clean up in Admin Mode and when I click on Clean up system files nothing happens

I've tried everything. this all started when a user on her said to re-install windows 10. and while it feels better I cant disk clean up system files aka the windows updates and I cant open it in admin mode. so now I have another problem.

    Try the another way to run Disk Cleanup is by using Command Prompt or PowerShell as admin. You can open Command Prompt or PowerShell and type "cleanmgr" to run Disk Cleanup.

    im sorry but this doesnt help my issue when i try to clean out the system files like windows update files

    You can use the Windows Update Cleanup tool in the Settings menu. This tool will remove temporary files related to Windows updates and delivery optimization. To use this tool, go to Settings > System > Storage and select Temporary files. Then, select the Windows Update Cleanup and Delivery Optimization Files checkboxes and click Remove files.

    Be careful not to check the Download folder if you have important files in it.

    but why cant I the check files of disk clean up anymore but I could before I re-installed windows 10?
