Windows 10 Slow

I restarted my PC and it became very slow. All apps and websites are very laggy. This has been happening for a few days. So far, I tried cleaning my PC through CMD and restarting it a few times. One thing I noticed is that my PC isn't using its CPU or RAM in the task manager. Also, my PC isn't getting hot. Therefore I don't think it is due to fans or hardware, nor low RAM or CPU. I had this Laptop (Dell Inc. precision 7520) for a year or so and it has never gotten like that. I noticed my battery is swollen so maybe it is related to that. I haven't installed any applications recently.

Thanks!
