Not getting expected Internet speed

I pay for gigabit internet with my internet provider and on my Dell OptiPlex 790 desktop computer, I am not getting close to the expected speed. I understand the speed will not be exactly a gigabit but I have been told to expect at least 700 mbps download. The computer is hard wired into the back of the router. I plugged my laptop into the back of the router and got over 900 mbps download.

I believe I have seen speeds of over 900 on the desktop computer before. I ran a test on speedtest.net which came back at 692.85 download and then on Google's speed test which came back at 197.1 download.

I have tried other Ethernet cables and my ISP sent a technician who determined the expected speed is coming into the home. Please let me know if there are any steps I can try. I appreciate any assistance that can be provided.

    I can understand you are facing some issues with Internet speed.

    I believe there is no change required from your end in your Computer as you are using Wired connection having 1 gbps LAN port and speed is completely depends on Network or ISP end.

    Your Internet service provider look into it.
