Consistent pattern of CPU usage in task manager in idle

Hello every one i am using windows 10 in DELL G3 gamming laptop , i am noticing a consistent pattern of CPU usage in task manager in idle, not sure what the reason is , my fans too are spinning at high speed due to this, please look in to it and tell whether there is any issues to be addressed.

(Note : I am having ubuntu 20.04 as dual boot in my laptop, whether it could be any reason if so please tell a solution)

    Firstly, could you let me know the specific system version (OS Build)? You can check it by pressing Win + X > System > Windows specifications*, click “Copy” and paste it in your next reply*.

    Would you please describe your problem in detail or send me a screenshot/photo of it, and include it in the next reply to help me understand your situation better?

    Or you can Perform a clean boot (microsoft.com) to see if it is normal, this is a troubleshooting step. In this mode, we can further confirm whether it is caused by system problem or third-party software or personalized settings. So, please be patient.

    Disclaimer*: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background program is interfering with your game or program and to isolate the cause of a problem.*

    If your CPU is still highly utilized when the computer is idle, you can set the minimum CPU usage in Advanced Power Options.
