how do I fix error code 8007efe on Windows 7

When I try to use windows update, I get an error message. Windows could not search for new updates. Code 8007efe

    I know it's a Catch-22, but KB3138612 must be installed before Windows Update is up and running.

    Access the Microsoft Catalog, download the file and install it.

    I can't get these updates because Windows can't search for new updates.

    Install KB3138612, KB4474419 and KB4490628. Access the Update Catalog by checking "Use TLS 1.2" in IE 8 advanced options.
