It means the CD/DVD is loading. Did you try the hardware troubleshooter?
Problem with DVD /CD Player
Using windows 10.
When I try to open cd or dvd discs on my PC I keep getting the message - Please insert a Disc into Drive E Occasionally it opens a few DVDs but not always. How can I resolve this matter.

Using device manager I see DVD/CD-Rom Drives
HP DVD-Ram GHA3NWhen click on update I get the message that I have the best type for my Device !

I understand you get "Please insert a Disc into Drive E" when you try to use the CD/DVD drive.
I suggest you to check the device manager to see if the CD is detected.
You can run the hardware troubleshooter.
1). Select Start > Settings > Update & Security > Troubleshooting,
2). Select the Hardware and Device options.
3). Click on the Next button to run the troubleshooter.
