Unknown error loop after attempted factory reset

I've been having issues with turning on my laptop, the screen keeps flickering. I somehow managed to factory reset my laptop despite this, but it supposedly turned off before windows could re-install. Now, I keep running into an unknown error loop. It won't restart, or start re-installing windows anew. I don't even know if it's on or off, please help.

    I'm sorry about this problem, probably the shutdown in the middle of the process corrupted Windows files.

    In this case, you will need to create a Windows installation USB on another computer to be able to fix this one.

    After that, just redo the reset process using the USB on this computer, so the Windows files will be corrected.

    Step 1

    Create installation media another computer.

    Configure in your computer's BIOS to start via the USB installation.

    1. Boot with the Pen Drive;
    2. When the installation window appears, click Repair your computer;
    3. Click Troubleshooting;
