Sharepoint External sharing - struggling to get it to work.

Hellow, hopefully someone can advise, basically what im looking to do , is to tighten who can share data externally. i want IT to approve what domains can be shared with.


basically i have set it to "Existing guests" , and have added two external "guest" users.
i then tried to share a document within a folder, on a sharepoint site,.
one user could access it , the other user could not.

if anyone can suggest, what is the best practice, and what we should be doing that would be great.
as we want to get controll over our data, and who can share it, and who can access it. thanks

    @Damien Brennan ,

    First, go to the Microsoft 365 admin center to check if the file is shared with the correct email of the guest user.


    Then click the three dots of the document> Manage access to check the sharing link.


    In addition, we use the spicific people link to share the file to existing guest users:


    If none of the above methods work, delete the shared link, and then generate the link again to compare the results.

    is there a limit to the number of guest users you can have, or should you delete guest accoutns after a while etc?
