Error code 0x800703e6 , cannot use SFC and DISM

As title said, error code 0x800703e6 from updating, immediately error shown after downloading started for 10-2023 update, DISM and SFC will not work, SFC says service not started, DISM says invalid memory access location
Windows memtest result came back no issues.

Download SFCFix.exe and save this to your Desktop.

Download the file below, SFCFix.zip, and save this to your Desktop too.

Ensure that this file is named SFCFix.zip - do not rename it.

Save any open documents and close all open windows.

On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.

Drag the file SFCFix.zip onto the file SFCFix.exe and release it.

How to use the SFCFix.zip Package

SFCFix will now process the script.

Upon completion, a file should be create on your Desktop: SFCFix.txt. Then upload the SFCFix.txt on OneDrive and share the link.

From the admin Command Prompt, please run these two commands:

TAKEOWN /F "C:\WINDOWS\winsxs\amd64_microsoft-windows-servicingstack_31bf3856ad364e35_10.0.19041.3385_none_7e1c800a7c81ffd9" /a /r /d y 

ICACLS "C:\WINDOWS\winsxs\amd64_microsoft-windows-servicingstack_31bf3856ad364e35_10.0.19041.3385_none_7e1c800a7c81ffd9\*" /T /Q /C /RESET

Then, run the SFCFix package as mentioned below:

  • Download SFCFix.exe (by niemiro of Sysnative forums) and save this to your Desktop.
  • Download the file, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
  • On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
  • Drag the file SFCFix.zip onto the file SFCFix.exe and release it.  [See illustration image]
  • SFCFix will now process the script.
  • Upload the output file SFCFix.txt to your OneDrive.

*Reboot* Windows for the changes to take effect.

    Additional note: My SFCFix.zip is a subset of Tekkie Boy's SFCFix.zip, as mine includes only the servicing stack DLLs. Tekkie Boy's fix includes the complete servicing stack.

    The Servicing Stack is corrupt.

    Please upload the CBS folder from the path:

    C:\Windows\logs

    Copy the CBS folder on your desktop, zip it and then upload it on OneDrive or Google Drive and share the link here.
