It was suggested to do anon-authoritative synchronization

The link requires using ADSIEDIT.MSC

These some info here but really none of this is needed to perform the steps in article for non-authoritative synchronization.

I still can not follow the directions for non-authoritative synchronization.
The assumption is I open ADSIEDIT.msc.
Use Connect to and accept the defaults by clicking OK.
Name: Default naming context
Path LDAP://DC1.Domain/Default naming context
Select a well know Naming context: Default naming context
Computer Default (Domain or server that your logged in to)
Then when I go to the left side I can not find
CN=SYSVOL Subscription,CN=Domain System Volume,CN=DFSR-LocalSettings,CN=<the server name>,OU=Domain Controllers,DC=<domain>
msDFSR-Enabled=FALSE
There is a CN=System if that is expanded there is CN=DFSR-GlobalSettings. Expanding that I see the replication group. I do not see a way to set msDFSR to FALSE.
