Direct X 9 error not solved with reinstall

I get this error when I try to run games that use dx9. I have deleted all files beginning with dx3dx9 from both System32 and SysWOW64 and then reinstalled direct x but this has not solved my issue.

C:\Windows\System32/d3dx9_43.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. error status 0xc000012f.
