Create a folder name "Installer" inside windows folder

I'm trying to install and old version of iTunes and I need to create a folder named "Installer" inside the windows folder, but my problem is that as soon as I create the folder it dissapears. It's not a hidden folder, it just vanish every time. Is there a way to fix this?

    Can you please let me know which version of iTunes you want to install and why the folder Installer is required.

    Windows folder is system folder so new folder creation is not allowed.

    It may be quarantined by your AV software. Don't try to create folders inside Windows system folders. Create a folder off the root of C: and it will work just fine there.
