Everytime I restart my PC (which only use local account and not signed to any microsoft account, neither Onedrive), the toggle on Sync settings and Get access to apps on Windows device (Settings - Accounts - Sync your settings) always turned on by itself.
I have tried turn it off and waiting around for about 4 hours before trying to restart it again, and this problem keep happening.
This PC is using Windows 10 Home, 22H2, build 19045.3570
Only use local account. Not signed to microsoft account through the windows setting, word/excel/any microsoft 365 or windows store at all.

It is strange that setting is being re-enabled after a restart.
Open the Settings app, then go to Accounts - Access Work or School, is there any work or school account linked to your PC there, or was there previously a work or school account linked to the PC?
Nope. There is no linked account at all on this PC. After all, I just clean installed this one before having this problem.
Anyway, I do some test by enabling all the sync options. Surprisingly, after restart, only the "Get access to apps on Windows device" is enabled while the rest turned off.

Is there any local file that actually saving this config file (As I did not linked at all to Onedrive, and clicking on any microsoft service take me to sign in which I did not do) and can be reverted/deleted/modified to default instead?
Do you have apps you downloaded and installed from the Microsoft with a Microsoft Account
