Can't load onenote notebooks

When i try to clip from MSFT browser, i get error that onedrive has exceeded limit

    unfortunately, lots has changed since 2016 and the instructions from that article don't match the current OneNote menus. As best as I can tell, I would have exceeded that 5000 limit years ago. and why should there be a limit at all?

    Hi. i am using the Edge browser.
    when clipping it brings up "default location" (for notebook)
    when i click on that to change notebook, it gets stuck a bit on "loading notebooks"
    then the error message that appears is literally:
    we couldn't load your notebooks because a limit was exceeded in OneDrive

    What is MSFT browser?
    Did the clipped file store in OneDrive?
    I suggest you try to provide the whole error message about >>onedrive has exceeded limit<<.
