Certain programs won't open on my computer

After installing Ryzen 9 5900X I've had some issue's, one being that I kept getting a BSOD, fixed that by disabling CPB. Now I'm noticing game's and app's such as Run-8 Train Simulator and, GMOD, Wallpaper Engine will not start. I ran SFC /SCANNOW and it fixed it but after restarting the PC it happened again and now SFC does not fix it. Basically exact same issue as this person: https://answers.microsoft.com/en-us/windows/forum/all/certain-programs-wont-open-on-my-computer/095a78c4-40d8-4839-b484-295bfab6c641 any help would be nice, thank you. Also I did not change anything else besides adding a new 850 Watt PSU and thats it.

EDIT: After awhile Run-8 started however its being very glitchy. And when I close and restart it, it cant decide if it wants to start.

In my opinion, I think so, I have always had problems after changing hardware, mainly with the processor and motherboard.

There were several failures, the only thing that was resolved was reinstalling Windows and there were also reports from other users with these problems.

    Do you recommend reinstalling Windows after getting a new processor or should I not bother?

    I have found the solution, I found a pattern where it was happening with programs only on my external drive, I checked it. And it was plugged into my USB 2.0 not 3.0 and the drive was so slow that the applications where loading just VERY slowly. As for the SFC scans saying I got currupt files I assume its false scans. So if your having this issue there you go. Thanks.

    Did you change processors and reinstall Windows?

    Well, it recognizes Windows after changing parts on the computer, but after changing hardware, especially the motherboard or processor, it is a good idea to reinstall Windows as the drivers may be inconsistency with the new processor and also with Windows itself. due to the previous configuration. .

    If problems started after changing the processor, it may be due to Windows driver conflicts or operating system crashes.

    Resolution first runs SFC /scannow and then Dism /Online /Cleanup-Image /RestoreHealth.
