"Choose another app" doesnt work

Hi,

I bought fresh new build PC with Win 11 Home with latest updates and drivers and when I try to Choose another app on any file it just doesnt work. For example for video files (mp4, avi, etc..) I have also VLC player and MPC-HC player which I want change it to but its not working. When click on "Choose another app" nothing happens. Im trying to google solution whole day and I cant find anything..its not working at all with any files. I cant even change it in Windows Settings or anywhere else. Not even in Properties. When I click on it nothing happens. Same thing everywhere.

I tried admin cmd lines: DISM /Online /Cleanup-Image /CheckHealth and sfc/ scannow things and it didnt help.

    Yes, in Control Panel - Default programs i tried every option which u can find there. When I click on any program or files extensions with attemp to change it nothing happens. If It was possible to make a video i would attach it here.
