In SharePoint Online - to change the logo and primary nav bar color across all SharePoint sites, is there a way in SP Admin Center or in Office Admin Center or in Azure Portal?
Or does this need to be done on each site collection/site?

    There's no option to change the site collection logo and primary navigation bar color in the SharePoint admin center, in the Microsoft 365 admin center or in the Azure portal.

    As a workaround, you could use PowerShell to change all site collection logos.

    For primary navigation bar color, you should change in each site collection manually.
