How to add more Basic users in DevOps

We setup billing in DevOps as 'New Azure Subscription' to add more basic users to DevOps but still can't seem to add more users. What do I need to do? There does not seem to be a pay as you go option. Please advise. This is becoming a work stoppage for us. Thanks!
