1,Do you mean the FileLib folder under your content library folder SCCMContenLib? Don't alter, add, or remove any files or folders in the content library. Doing so could corrupt packages, contents, or the content library as a whole. All changes should be made from the Configuration Manager console.
2,To free up the disk space, please delete all the unwanted applications, drivers, OS and packages on the SCCM console. Please also remeber to delete the files that you manually place into a location. The words from Jason Sandys:
The files you manually place into a location and specify in the Import driver wizard are the import files (although this isn't really a formal name, just a name I coined/use). Driver packages never reference this location again (although other things do). Calling this location the "source" location creates ambiguity because the driver package (as all packages in ConfigMgr do) have a package source location. This is the location the files are copied to by ConfigMgr during the import of drivers at which time it also creates the folders named with a GUID. The "source" location is always the location the package points to. Anything else would cause confusion and be inconsistent.
