Does this issue occur with "Duplicate" mode?
Please go to Start menu > System > Dispaly, select different monitor number ("1","2"), check the scale and Display resolution for each monitor.
In Excel, I would suggest you go to File > Options > Advanced > under Editing options, uncheck the "Automatically flash fill" box, under Display section, tick "Disable hardware graphics acceleration" checkbox.
According to some similar threads, compatibility between graphics drivers, touchpad drivers and Excel may cause this problem.
Such as "Excel 2016 - Freezes when extended to a external Monitor", after FXK000 disabled the "Intel Graphics Control Panel Service", Excel work smoothly on the extended monitor.
It's also recommended to update the graphics driver, such as Intel's integrated graphics driver.
