What is this huge content_cache folder on Windows 10?

The largest folder on my C drive has this weird name: Y2VvQGJybWVkLmNvbQ. It has more than 40 GB of data. When I click on it, it has a single folder named content_cache. When I click on it, I see a lot of folders, with files that have no extension.

Does anyone know what this folder is all about?

I would like to delete it, to free up space. But I am not sure if it's safe. I am attaching a few screenshots. Thank you.

    This is not a standard Windows 10 folder. It is related to an app you have installed. Doing a quick google for apps that might use this folder it seems related to Google Drive File Stream.

    I can't determine what program created it, but on my computer, I checked several files, and they were copies of random files from elsewhere on the computer. I looked at them with a hex editor and determined some were JPEG images. After putting .jpg after the file name, they were viewable as normal jpegs. Others were audio files. I put .mp3 after the file name and could listen to them. On my computer, the file name of the main folder is a series of digits rather than characters.
