emails were rejected by outlook.com

Hi,

Lately our emails were rejected by outlook.com. We don't have any issue sending emails to other domains. We used several online tools to check our ip addresses and they came out clean. We also asked our ISP to check as well and they all also came out clean; no blacklisted.

Following is the error message we got from Microsoft:

Your message wasn't delivered due to a permission or security issue. It may have been rejected by a moderator, the address may only accept email from certain senders, or another restriction may be preventing delivery.

CO1NAM11FT003.mail.protection.outlook.com gave this error:
Unfortunately, messages from [168.220.222.50] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3150). You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors. [CO1NAM11FT003.eop-nam11.prod.protection.outlook.com]

We emailed Microsoft support and they replied with the following. I'm afraid to make any change just to comply with Microsoft and mess up other things because at this point, we don't have any issue with other domains. Any comment and suggestion will be greatly appreciated.

    I recieved the same message. is this because the business email itself doesn't follow the rules of outlook? or what could it be? I wanted to run a test between my main email and this business email. It did not send and I received the same exact message. please help.

    I contracted Microsoft hotmail and outlook devision to remove our mail server ip address from their spammer list. For some reason, our ip was getting filtered by their system.
