Building an iOS App in Visual Studio for Windows 2019

I created an iOS App in Visual Studio 2019 for Windows using Xamarin. The App is too company specific to distribute it through the App Store. While I fight through that, Apple Dev Support suggested building the App and copying it to the iPhones using iTunes and then installing it. I am having trouble getting the App to build. It is throwing an error:
/usr/bin/codesign exited with code 1
I can't seem to find a reason. Does anyone understand this error?
