Is UnlockerTool.exe a Virus of some sort?

So I tried to root my lenovo but I got orange-state bootloop (I only now realized root sucks and really has no privileges, but this isn't the point of this post) so in an effort to try to fix if, I looked on YouTube and saw some videos about an windows app that can fix those sort of stuff and it was called Unlockertool.com, I downloaded it but I realized that I had to pay so when I tried to uninstall it with GeekUninstaller, it did not detect it, then I tried to search it through the search bar and it did show up, but the "uninstall app" option didn't show up, so I kind of panicked and I factory reset my whole laptop without saving data in order to protect my e-mail because it is used in banks, my work and so many more. Is it a virus of any kind?

P.S: When I searched the apps through the windows menu, UnlockTool did not show up. And after I searched through apps from Settings, again it did lot detect it as an app which could explain why GeekUninstaller did not even show the app, but I wonder how it showed up through the search bar.

    Oh and let me point out a mistake, the app was called UnlockerTool.exe/UnlockTool.exe, I am not sure which one it was

    I am Jaspreet Singh.

    The name itself does appear shady (what is it trying to unlock if you were using it to fix a bootloop?) The app may not have been showing in installed app lists if it was a portable app i.e. it can be run directly from the place where the files are downloaded without the need to install it from a setup file.

    Oh I kinda get it now. Yes I did open it directly from downloads.

    Another thing I forgot to mention is that it asks for permission to make changes to my device. I have heard that if an app keeps asking you every time you open it, it gets permission for stuff it doesn't need. Hopefully they did not steal my personal information.

    PS: I am not sure what it was trying to unlock, I did not even get to use the app. Let me break or down for you :

    So I downloaded the app.

    But to open the panel(?) it needed an account.

    I made one and when I entered it, it said something along the lines of "Account not Activated*, so I clicked activate but I needed money in order to do so, and I did not want to pay a sketchy app that might be a scam. After that I tried to delete it and you know the rest.

    Try running a full scan of windows security app but I believe you are safe regarding your data.

    Unlocktool.exe is an application for repairing mobile phone, I'm having the same issue with that but the other side I need that tool for helping my job as phone engineer, so I have to use that everyday. But the problem every time I tried to run it, windows defender has always blocked it, so the solution is to add that unlocktool.exe to exception list of Windows defender. So the question is, is that safe to run that application or not?
