I’m sorry to hear that you’re experiencing ping spikes after a power outage. Have you tried changing your DNS to another option or resetting the network for this device ? These basic troubleshooting measures have broad applicability and can be attempted to solve a variety of network problems.
In addition, have you tried performing a clean boot to find out if any applications running in the background are consuming network resources, or using Resource Monitor (You can search it in the search box on the desktop) to identify any processes or applications that may be causing network congestion?
It's worth mentioning that power outages can sometimes cause hardware damage. If you continue experiencing issues after trying these steps, it may be necessary to have your hardware inspected by a professional.
