Phase 1 Initialization Failure

Frustration level high. I can't get past a Phase 1 Initialization Failure in Windows. Tried re-booting multiple times. Can't figure out how to get into Safe Mode before I get the final screen road block, "Choose your keyboard layout" (see attached). I cannot move my mouse or arrow keys, or even enter "US" to get to the next screen. Frozen solid on the attached screen (hopefully you can see it).

    Hi, Brad. I'm sorry to hear you're having this problem, and I hope I can assist you to find a satisfactory solution.

    Can you get into safe mode by restarting and pressing F8?

    If yes, go to troubleshooting.

    If you can't get into safe mode, download a windows image on another computer and run the restore keeping the files.
