My control panel is broken.

I am using Windows 11. Whenever I open control panel it is just blank. It is hard to describe so here is a google drive link to a screenshot because an error occurred when I tried to insert the screenshot https://drive.google.com/file/d/1vGeyXi-8M--tXu6qDD_jHsqeUBQlfiNB/view?usp=sharing. Also, when I try to open something that I would normally have to go through control panel to get to, it doesn't show up. An example of this is in sound settings, the option "More sound settings". I have tried using sfc /scannow in command prompt, and I have scanned multiple times for viruses. If anyone has a solution to this, please please help.

When was the last time it worked properly?

Please try creating a new local administrator account to see if the issue is not profile specific.

If the issue still persists, Please try performing an In-place Upgrade. Performing this can repair broken operating system files while your personal files, settings and installed applications will not be removed.

**Few things to check on the PC

Unplug all external peripherals except for the Mouse, Keyboard, and LAN cable before starting

Disable or uninstall any 3rd party Anti-Virus program to prevent it from interfering with the upgrade
