From your current description, it seems that your computer is having twitching problems with the CPU/GPU fan at boot time, which causes computer will not start up, and the cause of such problems is usually attributed to the hardware. The most common order of misplacement is: memory - motherboard - power supply, in that order.
The specific troubleshooting methods are as follows:
1 -> Memory. This is the most common cause. The vast majority are caused by poor contact. You can remove the memory stick, wipe the gold fingers on both sides with an eraser or alcohol, wipe the oxidized metal surface clean, clean the memory slot with a dry brush, or insert a memory stick in a different memory slot. If you have more than two memory sticks, you can run a single test to rule out a faulty memory stick. (Assuming your host computer has a discrete graphics card, you can also try cleaning it up in the same way as the memory stick). If this still does not start the computer properly, you can replace the memory stick with one of the same type for testing. If the replacement can solve the problem, then the original memory stick is damaged and you can simply buy a new one.
2-> Internal dust or static electricity. The computer will inevitably accumulate a lot of dust after a long period of use, and sometimes the dust will lead to poor contact with some parts. It is recommended to use a high-powered hair dryer or air pump for a little dust removal operation.
3-> Motherboard BIOS error. Motherboard BIOS errors can also cause this problem, you can discharge the motherboard, that is, reset the BIOS, remove the CMOS battery from the motherboard, leave it for a few minutes and then install it back on. Make sure you try removing your hard drive and placing it in another device for data backup before performing the battery discharge operation. From your description, it appears that the power supply has been replaced and if you have performed the above steps after replacing the power supply then you should consider the motherboard chip or board to be faulty, so I suggest you contact if there is a professional repairer who can perform a hardware cross check for you.
