Why would Powershell or cmd not recognize any commands, I am also not able to reset my laptop. Ive pretty much tried whatever was on you tube clips and dont really know what to do now.

I have felt ive been hacked for some time now but dont know what to look for to prove it. I also have suspicion/question...are there files a hacker can upload to my laptop that would restrict me from completing such tasks??

    There are specific programs to restrict the use of some commands on the computer, in which case you can use MSRT windows to identify a malicious program and Malwarebytes to analyze viruses for invasion.
