Kindly access the link below, click on "Download Autoruns and run the Autorun64 tool after extracting it as administrator:

Then, in the filter box, type vbs. If it finds hidecmd.vbs, right click on it, and delete it.
After that, reboot your computer to see if the message will pop up or not.
