I can see here that you've done some troubleshooting steps already, thanks for sharing that. I will suggest you to perform in place upgrade or run a repair. In place upgrade will install the new features or available updates for Windows it will also fix corrupted system files. Kindly check the steps below:

Note: Please disable 3rd party anti virus. Please make sure to read the steps carefully. You will be needing to click Download Tool Now and not the Update Now option. Please watch the video attached for your reference.
Under Create Windows 10 Installation Media
Click Download Tool Now
Click on Run
Allow the User account Control
Read the License Terms and hit Accept if you agree
Choose Upgrade this PC now and hit Next
Please make sure that it shows keep files and apps and hit Next
This may take sometime depends on your connection or the performance of your device. Kindly plug in your charger to avoid interruption.
