Can't change Default system UI language in Windows 10

I'm trying to install Windows 11 with an ISO File, but I can't use the option to keep my files and apps because the setup and my PC are in different languages.(My PC was imported from Netherlands, and I change all language settings to English (en-US)) When I try to change the language with DISM /image:C: /set-uilang:en-US, I get an error "Error 2. Unable to access the image."

Here's some screenshots:

DISM /online /get-intl (To get installed languages)

DISM /image:C: /set-uilang:en-US (Changing UI language, getting the error)

Tried to remove Dutch from lpksetup, but can't because Dutch is the system language

What I have tried so far:

  • Changing permission of the whole C:/Windows folder to full control
  • Tried to run the commands using that startup Command Prompt (I don't remember how to call it lol), getting the same error
  • Deleted the Dutch language packs from Settings app
  • Tried re-installing Windows 10 (using another ISO file), getting the same error as installing Windows 11
  • Change system locale to English (United States)
  • Tried installing by booting USB with setup, doesn't work

    Hi, Igor_Roggy. I'm Robinson, and I’m happy to help you today.

    You can try this procedure to set the en-us as the default system language.

    1-Click on Start then click on Settings

    2-Click on Time & Language, then click on Language

    3-Click on "Administrative language options" (on the right side of your screen)

    4-In the new window, click on the Copy Settings button.

    5-There are 2 checkboxes there you need to click("Welcome screen and system accounts" and "New user accounts") and after this click on Ok to save the settings and reboot your computer.

    Here are other possible troubleshooting that you can try if you haven't already tried.

    Option 1: Using the PowerShell command "Set-WinUILanguageOverride"

    1-Right-click on Start then click on Windows PowerShell(admin)

    2-Type this command and press Enter:

    Set-WinUILanguageOverride -Language en-US

    3-When finished, reboot your computer to the change take effects

    Option 2: Changing the value of the variable "$PSUICulture"

    1-Right-click on Start then click on Windows PowerShell(admin)

    2-Type this command and press Enter:

    $PSUICulture = "en-US"

    3-When finished, check if the default system UI language was changed
