Something has remapped CTRL-R globally

How do I find out what process is capturing CTRL-R? I know that "R" works, I know that "CTRL" works, I've run the troubleshooter, reinstalled drivers, and restarted multiple times. Something has decided it wants to capture CTRL-R. How do I find out what? Thank you.

    Hello! My name is David N. and I am a Microsoft Community Independent Advisor and Windows fan. I will be happy to assist you with your issue.

    As far as I am aware, there is no built-in way to do this in Windows 11. However, we can narrow it down.

    1. Click Start and type "msconfig". Open the System Configuration.
    2. Click on "Diagnostic Startup".
    3. Click OK.
    4. Reboot.

    This will disable most applications and services that run during startup on your machine. If the issue goes away then it is a process of elimination to find out which startup item is causing the issue.

    If this does not work then I was able to find some references to ways to do this running coder tools. I even found a GitHub tool for just this, but definitely cannot recommend such a tool as Github allows virtually anybody to upload projects. This makes the project potentially malicious with the only review being the GitHub community themselves.
